Mix all the ingredients together in an instant pot and cook for 2 minutes on high pressure. Open after 5 minutes.
Alternatively, mix all the ingredients together in a slow cooker and cook for 6 hours on low.
For stove-top cooking, bring all ingredients to a boil in a 3Qt pan.
Once the water reaches the top of the rice, reduce heat to a simmer, cover, and cook until all water is absorbed (about 10mins). Turn off heat, let sit for 10 mins, covered.
Garnish with chopped cilantro, cashews, and raisins.
Serve hot with plant-based raita on the side.
